According to Article 35 of the EU General Data Protection Regulation (GDPR), data controllers must conduct a data protection impact assessment (DPIA) when the planned processing of personal data is “likely to result in a high risk to the rights and freedoms of natural persons.”

This requirement begs many questions: How do you know what qualifies as “high risk”? What about “profiling”? What goes into the DPIA?
